heard boom, boom, boom, boom -- four shots. then it sounded like another eight, nine shots that followed after that. now it's been silent. we have not heard more shots. clearly as pete pointed out they do believe this is, indeed the suspect. somebody who's been on the run. if he had been in the area he's somehow made his way probably about a half mile, assuming he went straight and that's unlikely. but a half mile over to where he is throughout the night and in the day. that would have been a very difficult thing considering there are so many police officers here. they have been sweeping the streets and in the backyards asking residents not to come out but to report anything. in fact, the police have been going into homes. it will be interesting if we can figure out how he made his way over to the location he's at. unless they were initially looking in the wrong place.

they thought he was up the street here about four streets up and then down to the right. it's quite a distance he had to make his way over there. it's night. he may be wounded. the authorities have night vision goggles. they can see what's happening. they have him surrounded. the big question is -- is he wired? is he going to detonate himself? is he booby-trapped so when the officers come toward him will he attempt to take them out along with himself assuming he's alive? that's a reason they are moving methodically. >> his older brother was wired. those guys are capable of putting a bomb down next to little kids at a public event. so there is nothing they are not capable of. to kerry's point, if you were at the scene tonight, i think you would probably think it was a military operation like the raid to get bin laden.

you would have s.w.a.t. team members in a full kit of kevlar. they would be wearing helmets with nods clicked down. the night vision lenses. looking for all the world like a military assault team for their own protection. rather than illuminating the scene they can go ahead and use night vision. looks like daylight to them, but not to the suspect. they have the upper hand and the advantage. i think perhaps more than a can of gas on the boat, the greater danger is possibly explosives that may be on or with the suspect as we have been saying the most hunted man in the nation. lester holt, we are looking at this -- i feel sorry for the folks for their privacy. we are look at the google earth picture of the house. it's a daylight picture showing

the trailered boat along the side yard. >> yeah. one of the fears, we understand, is they believe there is a full tank of gas on the boat. i'm not sure if it's diesel or not. you were talking about how he might have made the escape. number one the chopper wasn't up during the early hours of the morning because the ceiling was too low. they didn't have that heat signature ability, the ability to observe from the air until much later in the morning today. the other thing is when i got on scene yesterday, trying to find the very location i'm at, it was probably 2:00-something in the morning. there weren't perimeters like you have seen later in the day. you didn't have the police presence. yes, there were s.w.a.t. teams and units that chased the lice cars here. they hadn't cordoned off the area in a methodical way at that point. we were having trouble trying to find this location. we were close to where kerry is now and noted that it was dark.

it would be easy to slip through some of the alleys and behind houses. so there might have been an opportunity at that point during the confusion. as the day wore on, you saw busloads of police from different jurisdictions who created essentially a ring of blue around -- a wall of blue around this neighborhood that would limit his movements. then put on oh top of that the reports of blood that he was apparently wounded in last night's vicious exchange of gunfire and yet managed to find his way to shelter, to safety for most of the day waiting this out. now apparently cornered, if not dead, given the gunfire we heard a moment ago. as kerry noted it sounded like it was outbound, not coming the other way. we're going to watch most of the police officers now manning a perimeter. they are letting the specialists do their thing.

the explosive ordinance folks. they have the dogs here trailing s.w.a.t. teams all day as they went building to building. that was a tough job. we got close to one of the sweeps through here. a very tough, dangerous job. not knowing what they were going to find. trailers, boats, anything you can encounter someone might be able to hide under, they had to deal with that. they were going to actually pull back their presence of the tactical units right about the time those shots were heard and the police went firing out of here. one other point i want to make is when shots were fired and the police stormed out of where we are and the eruption of applause, spontaneous among people here who were watching in the crowd. it was almost like this pent-up tension and relief. it was like, wow, maybe this is going to be over. these folks had been in their homes all day. imagine the tension. then the announcement today they were going to lift the lock down

with this person potentially still here. now the news that he's surrounded and this may be over. people may want to let out a cheer for loss of life. they may feel safer than they have in the last several nights since the shootout last night and the bombing monday. >> let's go back to the street level daytime view. a still photo from bing, not google street view. my error. there is the trailered boat. it was under that tarp and by noticing something was wrong that a woman on franklin street saw something, said something. she thought police had been by once. they went by again. sooner or later we were back on

the air with reports of gunshots again in watertown, mass. kerry, we have now had these two volleys. more than one report of an explosion which could easily be a flash-bang grenade. everyone reports two separate incidents of gunfire. i have got to believe we'll be seeing movement here shortly. >> i agree. you know, that first barrage of gunfire was far more -- there were far more shots fired than the second one that was -- we are going to guess about 50 minutes apart. if it was a flash-bang, that is a very common piece of equipment used by the s.w.a.t. team. as pete pointed out it is designed to create a lot of noise, light and disorient the person. it's usually used in dynamic entry situations when the s.w.a.t. teams are trying to come in on a suspect.

really at this point this is a classic fugitive situation. you have a fugitive who has been making his way somehow through the underbrush here, being tracked all day. there were k-9 units here. i'm surprised the dogs didn't pick up on him. making his way somehow, i guess under cover of darkness. it's hard to think he made his way during daylight hours, over from a spot about a half mile away to where he is now. the only reason we believe is i was in the area where the authorities first had that location where they got the vehicle, found two devices in the street and knew he was there because they were engaged in such a gunfight there. we know they were shooting at the vehicle. he makes his way over here. we don't know how long he's been in there. god bless the woman who realized -- she opened her eyes, saw something that didn't look

right and decided tole ca call police and say, i think you have to look over here. the authorities, you see the helicopter up there. it's hard during daylight hours but at night, especially when it gets cold they can use a flare system which gives them in infrared. they can see the heat signature of a body. they have that opportunity to see where he's splayed out even inside the boat to get a picture. then, of course, we have teams there with night vision goggles. the u.s. military and the police like to say they own the night. they can see every little movement. if you have put on night vision dpog goggles it's amazing to be in darkness, turn them on and see as if it's daylight. the real question is there any sort of booby-trap or bomb.

>> kerry sanders in watertown. let's go to pete williams in washington. pete, you got anything? >> we are told that there is a fire now in the boat. don't know how big it is. could be the combination of incendiary devices and fuel in the boat or it could be the person in the boat set the fire himself. there is a fire on the boat. we don't know how big it is. >> well, that makes things confusing and interesting. we have seen no flurry of activity at the street level. depending on what kind of fire it is they have equipment on the s.w.a.t. trucks that are assembled. i saw a picture on a boston station that lays out the scene of just an entire line of

s.w.a.t. team members taking a knee in front of the house. a lot of the vehicles are parked at the house itself. we keep looking at the cambridge bomb squad. they are parked well out of the perimeter. when it was clear they weren't needed at the scene. resetting, 8:13 p.m. just joining us, we have had two incidents of gunfire tonight. 30 minutes after the folks in watertown, mass. after a take cover order all day were told, you know what, based on what we believe about the investigation and in part based on the number of law enforcement people in town, feel free to come out. they have been inside all day. businesses have been shut down. somebody put a price tag on that of over $330 million in losses today, by the way. mayor of boston thanked the business community for cooperating. again, no sooner had they been

told by the governor and others it was safe to come out, gunfire was heard in watertown, massachusetts. police zeroed in on a residential, overgrown residential street right before a dogleg turn. very quiet street. a trailered boat. here is the sound of what happened. >> that sounded like a couple dozen. >> we have the witness who said -- >> again, consistent with the weapons we heard last night. most of these were the same caliber fired the same way. in other words an exchange of gunfire sounds one way. this is -- let's listen.

>> there is a source on the scene. the helicopters lit up the boat. they have now been able to confirm that the sus is expepec covered in blood. investigators now believe that he was hit last night by gun fire. the suspect. he may have been injured in the firefight last night. he perhaps has been dealing with that wound all day today which may be one of the reasons he's been hunkered down and hiding. again, keep in mind he's had no access to food since last night or early this morning. the other thing that's interesting to note according to my source, the street itself that they are on today wasn't searched. they did a 20-street search. that was the perimeter they set up. this street happens to be a street and a half outside that perimeter. if people are home saying why didn't they see this boat today, they did set up a perimeter and

this street was just about, i'm told, a street and a half outside of the perimeter of the extensive search they were doing most of the day. my source does believe that the suspect was injured. at least investigators believe he was injured last night in that firefighter. to what degree, we don't know. again, their main concern now is they still are going under the belief that he either has bombs with him. he may have one strapped to him. you know, specifically a suicide vest or something like that. and that is one of the biggest reasons why what they are doing now -- and they are not in a holding pattern. they are looking at his movements, trying to make determinations of what the safest, best way to bring a conclusion to this would be. >> that makes sense what you said about the injury. that's the one in which his older brother died. the gunfire that left a t officer injured.

the reports are -- >> whdh tv local coverage in boston. consistent mostly with what we have been reporting with the exception of the visual from the chopper identifying the suspect covered in blood. yet more evidence that he was wounded in this barrage. 200 rounds fired on a residential street last night. enough so that his older brother, fellow suspect suffered what were in the end mortal injuries. did not help that he was run over by thor car driven by his younger brother. pete williams. >> second law enforcement source says we heard earlier they were employing the flash-bangs, the grenade that is make a bright flash and a loud noise.

another source said they threw them into the boat. that could explain also the fire. if the fire is still burning or whether they have gotten it out now, we don't know how big the fire was. they did employ flash-bangs. sounds like a funny term but that's what they do. we heard there is a fire in the boat. they said there is still no resolution. >> flash-bangs are devastating in closed quarters. they stun you. they used one in the south, the man who had taken the small child hostage when they went in there. they are easier on the eardrums in an outside environment. but they are devastating. they do the job. the element of surprise is on the side of law enforcement. the suspect doesn't know they are coming. they are completely disorienting

and it usually covers whatever action you are trying to do. want to come in with weapons drawn, b night vision, you control the situation. it takes a while to recover from one. you usually lose your hearing. jahar sinayev, 19 years old. this is the suspect at the center of all this attention tonight. there is his picture. this started when we saw the first two images. this brother duo. both suspects yesterday. spent his early childhood in the russian caucasus region near chechnya. came to the united states ten years ago. this next fact is something that didn't receive a lot of traction today. he became a naturalized citizen on september 11 of 2012.

he was currently enrolled at the university, u-mass dartmouth. he was a wrestler growing up in school in cambridge. cannot tell you how many witnesses told journalists today -- kind, approachable, great kid, something must have gone wrong. this was a huge disconnect. one of his friends at one point on live television pleaded to him through the cameras, give yourself up. no one knew what went wrong. of course we have learned a lot more now about his older brother. the influence of a six-month trip overseas. father living overseas. the mother contacted today said this was an fbi plot. in her words he hasn't done anything in his computer that the fbi hasn't been watching. speaking of the younger brother.

the older brother was a boxer. his boxing coach said he could walk 50 yards using just his hands when he had boxing gloves on. he was fond of walking around the boxing ring upside down using his hands. something of a physical specimen. did very well in the regional new england golden gloves competition. both of these kids save for fairly slight accents presented as american kids. there he is on the left. he worked hard to be a boxer. something left them disaffected and militants. at the end of the day the video the fbi has that they have not released to the public, the image ray they have shows the placement of the device. a lot of people have come forward with images showing the

younger brother walking rather calmly away from the scene of the bombing. that's something you never want to see. two things happen after an event like this. people run toward it to help. people run away in fear. seldom do you see someone walking calmly away. it all came together, the evidence did. kerry sanders, we are looking at the pictures for something other than open trunk lids, more sign of activity. you have evidence and dna teams that need to get in there if this thing is resolved. complicated by the after effects of a fire, if those reports are true. >> reporter: let's talk about what a s.w.a.t. team would be doing. traditionally if they are following the blueprint, they are putting themselves in positions where not only are they spreading around in a semicircle of the area. they are also putting officers at different levels. some higher, some lower giving

people altitude. they have spotters. they are all on b a communication system here that allows them to talk to each otheso without even confusing situations. there are different s.w.a.t. teams here from different agencies. one of the things we learned after 9/11 was communication was a big failure. a lot of money has been spent to streamline radio systems for various different agencies so they can talk to each other. then you have on the other side, of course, a need to put officers and to sight in so they can see the other side of the boat. you don't want just the one semicircle. you need a full 360-degree view. then of course the helicopter overhead. that's no reason to rush things. they know where he is. they know they have the upper hand. so that's sort of the layout of

the blueprint of what they are doing now. >> yeah, kerry. you and i have seen overseas in war zones and people who saw "zero dark thirty," these teams can speak at a whisper using the mic that comes around to the mouth. all of them up on the net. they can speak locally. they can speak to other jurisdictions. you're right. you can go into any municipal fire house in the middle of nowhere walk in and say, b show me your 9/11 truck. most jurisdictions have it. it's a piece of equipment they weren't necessarily asking for. a piece of equipment that may not match the local need. but as budgets opened up after 9/11 all the gear, the equipment was upgraded across the country. >> was that another bus full of boston p.d.? >> reporter: yeah. i'm sorry. i just saw there was a bus

coming by with some of the officers. they were pulling out of the b neighborhood up here. you know, these look like police officer vehicles. i see more streaming down into the area. so i'm not sure they need a lot more people down there. there's not a single police officer who is assigned to this that doesn't want to be down there where the action is happening. they can see they want to be a part of it and take it in for the biggest manhunt in u.s. history. the fugitive hunt that's consumed this community in a way that has been, quite frankly, terrifying to folks. and the fact that they were able to come out of their houses. there was still trepidation. they knew the second suspect had not been taken into custody. they were going on the assumption that when the officers, the community, the city leaders and investigators said it would be safe to leave their homes that, well, he must be far gone from the area.

then just a short time later, boom, the gun fire and the indication that the suspect is holed up just about a half mile maybe from where they thought he was most of the day. >> this area, kerry, is describing, if you are at all familiar with the area north of the charles river. we saw all of the real estate involved last night. part of the city of boston that juts out, north end and then over to charlestown. if you drive due west you would end up in cambridge you would see m.i.t. continue to drive due west, you will end up in watertown, mass. michael isikoff among the members of the team on the ground there.

mike is with us by cell phone. mike? >> reporter: yes, brian. we are told at the moment a police negotiator is on the scene. that the suspect is still alive. and they have brought in a negotiator to try to coax him out. a couple of other points. we talked before about the gunfire. we are getting conflicting accounts here. some people are saying those were flash-bangs, designed to startle and inc kacapacitate hi. we were at a distance. sounded to me like gunfire. i don't know that i would have been able to identify them as flash-bangs. i want to mention that. it was odd. it was quiet when i got here and

then suddenly seven or eight loud bangs which we both thought were gunshots and they may not have been. so i thought we should point that out. it seemed incongruous that he would have been shooting at that point surrounded by as many s.w.a.t. teams as he was. >> i've got to say, we were talking about the flash-bangs while you were off reporting. the part i find incongruous now is the need for a neg yayer tor. -- negotiator. we have been giving a portrait of the scene. a bloody, if still alive suspect in a boat after two volleys of gunfire and perhaps a fire on

board. it would seem this is late stages. i would be surprised if after what we have been through tonight there is still communications going on. we have lester holt. we have kerry sanders still wired and listening and watching from their locations. two different street corneres i watertown. kerry, i could be convinced there is a little more activity down there. a few more people walking around. but really none of the vehicles at ti did see that second shift cars come in as you spoke. just given the physical evidence here we can't tell what's going on. >> exactly. we have to wait it out. i think it's clear that the law enforcement has put itself in position. they know where they are. they know what they have. they've got a clear picture of what they are looking at.

their movements right now are, quite frankly, limited as they are waiting. bringing in a negotiator may simply be a last ditch evident to make -- perhaps to suggest that in the united states we don't just find a suspect and shoot to kill. but go through the extra step to offer a negotiated settlement to bring him out so he can be taken out peacefully. if nothing else to make the effort. but if he makes any sort of threat toward any officers, you know, in the movies sometimes people think they shoot to hurt or shoot to maim. that's not how it works. a s.w.a.t. team shoots to kill. when they are shooting and we hear the shots they are shooting to kill. if he's still alive and we believe he must be if the fire got started it's remarkable he's been able to survive two rounds of gunfire today at that location.

>> indeed. we have been joined by michael callahan on the phone from the neighborhood. how far are you from, let's say the trailered boat? >> probably a block and a half away from everything happening. >> what can you tell us about the pace of things now? when was the last time you heard a noise? >> we heard gunshots half an hour, 40 minutes ago. we definitely heard at least four shots fired. after that we heard a lot of helicopters sweep through, spotlights were on and searching. i'm not going to lie. in the last ten minutes or so it's gotten eerie here. it's so quiet. i think the houses six houses down can hear me. no cops are saying anything. no sirens. there is no helicopters in the air at this point. >> do you see evidence of a fire? >> no. there are rumors there is
